In an effort to alleviate congestion and address future traffic concerns at the intersection of the Glenn Highway with the Palmer-Wasilla Highway / Evergreen Avenue, the State of Alaska Department of Transportation and Public Facilities (DOT&PF) had proposed to construct a one-way couplet pair by converting the east terminus of the Palmer-Wasilla Highway and Evergreen Avenue into three lanes for eastbound traffic and extending Dogwood Avenue west, past Hemmer Road, to provide three lanes for westbound traffic. The preference for the couplet alternative was based on the recommendations presented in the Palmer Urban Traffic Study.
After several meetings, the DOT&PF has decided to revisit the alternative development phase of the project. The alternatives are the different options that could address the congestion and future traffic concerns along the Palmer-Wasilla Highway and at its terminus at the intersection of the Glenn Highway and Evergreen Avenue. To support the development of alternatives, a stakeholder group will be formed. This group will be comprised of residents, business and property owners, and representatives from the City of Palmer, the Matanuska-Susitna Borough and the Project Team. The stakeholder group will provide members a forum for hearing diverse points of view and comments, examining and discussing project issues and working toward finding common ground for consensus about a solution that addresses the traffic and safety concerns along the named routes. The stakeholder group will not be established by the DOT&PF, but the DOT&PF will participate in the process.
